En comparant l'expérience respective des usagers et des conseillers dans les deux institutions, il explique pourquoi un grand nombre de chômeurs sont dirigés vers des emplois à temps partiel, alors que les conseillers ne sont pas enthousiasmés par cette idée. Il souligne ainsi le rôle du service public d'emploi (sa structuration interne, la division du travail qui y règne et les outils fournis aux conseillers) à l'égard de la précarisation sur le marché de l'emploi. Pour cela, l'auteur mobilise plusieurs mois d'immersion au sein d'agences, des dépouillements d'archives historiques et des traitements de données statistiques. Son ouvrage se singularise par rapport aux enquêtes antérieures sur le service public d'emploi : d'abord, il procède à une comparaison franco-allemande point par point, qui permet de confronter l'expérience concrète qu'en font les publics ; ensuite, il permet de comprendre comment la précarité est construite par le biais d'échanges administratifs entre quatre murs.
